This seems to be tradition for Latvian sondes. Latvian sondes all want to to flying perfect circle over a terrorist country. (Hint: this is actually GPS spoofing). This one was V2010811.

Quite advanced GNSS spoofing today on radiosonde V2010625. It was launched from Latvia but suddenly jumped and started to fly circle near Smolensk.

My guess this is related to Ukraines drone attack to Moscow oil refinery.
