This seems to be tradition for Latvian sondes. Latvian sondes all want to to flying perfect circle over a terrorist country. (Hint: this is actually GPS spoofing). This one was V2010811.

Yet another Latvia radisonde that hit pretty advanced GPS / GNSS jamming. Hint: radiosondes do not supposed to fly perfect circle for such time.
